Paul never disparages the Bible of ancient Israel. It was "the word of God" to him and to those he discipled. When he wrote to congregations that he had founded or where he had taught, he regularly cited the Bible as an immutable source of authority for Messianic life.
One phrase he repeatedly uses refers to that source: "It is written." He doesn't mean written in his own letters or in the gospel accounts of Yeshua's life. He means written in the "Scriptures": the Law, the Prophets, and the Writings — what later Jewish tradition named "Tanakh." In 1 Corinthians 14:21 he cites a passage from the book of Isaiah, which he calls "the Law."
The table below lists where "It is written" is used and which passage(s) in the Bible he is specifically referring to. These are not the only passages he cites, just the ones he introduces with this particular phrase.
Several times, Paul quotes from the Greek Bible, the Septuagint, because his readers were in the Greek Diaspora. At times, the Greek differs slightly from the Hebrew text. This will explain why some quotations differ from our English versions of the Tanakh or OT.
Too often, the antinomianism of Christianity has blinded both Christians and Jews to the obvious pro-Torah, pro-Scripture thought of Paul of Tarsus.
